Referring to that part of my No: 140 of the 12 Instant, regarding the transmission of letters to the United Kingdom and other places beyond India to the Ports of Calcutta and Madras and to the verbal remarks communicated to you by Sir Henry Pottinger at your interview with him on the 7th Instant, by which His Excellency led you to suppose (as he himself then did) that arrangements had been made to meet the above object, I am directed to forward to you a Memorandum dated this day from which you will learn
